Nick Blaine is a former San Francisco Cop and now a private investigator who takes on a case involving a corrupt labor leader. Blaine is hired by wealthy shipping heiress Charlene Jurgens to investigate mysterious fires in her shipyards. Charlene insists on participating in the investigation after bailing Blaine out of a particularly difficult court situation. From that point on, she insists on participating in the investigation - much to Blaine’s chagrin.

They dive deep into San Francisco’s underworld where criminals were hired by German intelligence agents to expose the shipping containers cargo - and Roosevelt’s attempt to help the British with supplies in their war effort in Europe.
